This number indicates the extent of time you can stay out in the hot sun without risking getting burned as opposed to when you are not wearing sunscreen at all. That for example means that when you have SPF 15 on the chances are that it will take 15 times more time to get affected than if you were not wearing any sunscreen at all.
You need to apply lip balm that comes with a minimum SPF of 30. From the above you know that the higher the SPF, the better is the protection. But most known brands come with SPF of only about 15-20 which may not be enough.
